A fresh analysis from SID-Israel shows that donor stipulations influence how aid programs incorporate gender awareness far more than internal organizational guidelines do.

An Israeli investigation highlights that funding sources exert greater sway than often realized when it comes to weaving gender considerations into humanitarian support, with the queries posed by donors often determining how groups design and run their assistance efforts.

Carried out for SID-Israel, the coordinating body for Israel's humanitarian and development sector, the analysis points to donor expectations and mandates as a prime driver for embedding gender factors into aid work rather than solely relying on in-house policies.

Drawn from detailed talks with 17 groups including aid entities, funders, a state agency, a social startup, and a professional network, the work found that while awareness of the issue runs high, gender integration remains inconsistent. Many groups blur the line between internal gender equality and gender factors in program design and delivery. Shortfalls appeared in areas like gender reviews, sex-disaggregated data gathering, and results tracking, plus shortages in training and specialist skills.

The minor choices that weaken aid efforts

The analysis notes that minor planning calls can greatly affect outcomes: a health post might open at times women cannot reach it; an online tool might depend on phones mostly owned by men in the community; or a farming scheme could hand out gear while ignoring that women often lack land or loan access. Gender awareness thus ties directly to whether programs succeed, not just to fairness or numbers.

Groups interviewed stressed that donor rules and reporting needs rank among the top spurs for gender integration. Yet a notable point is that gender factors get less weight from many Jewish and Israeli funders than from segments of the global aid system. This opens a chance for giving to boost aid quality through sharper questions and demands, without needing bigger sums.

These results arrive as gender integration gains ground in global development. In 2021-2022, 60.4 billion dollars, or 42 percent of bilateral aid from OECD-DAC nations, went to efforts with gender equality aims. Still, only about 28 percent of worldwide development funds make advancing gender equality the main aim, showing the divide between adding gender elements and prioritizing equality outright.

A practical toolkit honoring the late Vivian Silver

The analysis avoids faulting Israeli aid groups and instead notes strong practices already in use, such as community-led planning, women-led models, services tuned to women's needs, and policies that foster diversity. The task ahead is scaling these into a wider professional norm.

To support that shift, SID-Israel released a hands-on toolkit for aid groups, foundations, funders, and social innovators. Created by researcher Ophelie Namiech of Mindset-PCS, it offers concrete aids for gender reviews, program design, community ties, and results assessment.

The project formed part of a special effort to mark the legacy of the late Vivian Silver, the Israeli-Canadian peace and gender activist killed on October 7, who long championed women's leadership, community input, and inclusive change.

Ayelet Levin-Karp, CEO of SID-Israel, noted that philanthropy shapes operations beyond mere funding. Funding choices set professional benchmarks. The study shows that when donors build gender awareness into their requirements, groups adapt their methods. This gives philanthropy a path to back humanitarian aid while making it more effective, inclusive, and impactful.
