Location greatly shapes opportunities for remote employment.

Throughout Europe, staff in Finland prove roughly 16 times more inclined toward home-based roles than counterparts in Romania, underscoring sharp contrasts in national adoption of flexible arrangements.

Eurostat reports indicate 20.5% of Finnish workers usually operated remotely in 2025, versus only 1.3% in Romania. The agency classifies usual home work as productive tasks completed at home for at least half the days in a four-week span.

"Remote arrangements have solidified as a lasting element in job markets, yet their extent hinges on job types and company practices," noted Cevat Giray Aksoy, deputy research director at the EBRD, in comments to Euronews Business.

Which nations lead in home working rates? What accounts for such variation?

Finland and Ireland Lead the Way

Finland and Ireland top the list for remote work. In 2025, nearly one-fifth of employees in each nation usually worked from home (20.5% and 19.2%), exceeding the EU mean of 8.8% by more than double.

Remaining European states show rates no higher than 14%. Belgium follows in third place with 13.2%, then Germany at 13% and Malta at 12.5%.

Northern and western European nations such as Sweden, Estonia, the Netherlands, Luxembourg, France and Austria exceed 10%, so over one in ten workers typically operate remotely.

At the lower end, Romania (1.3%), Bulgaria (1.4%), North Macedonia (1.9%), Greece (2.3%) and Italy (2.7%) stay under 3%. Rates below 5% persist in other southern and eastern European areas including Serbia, Turkey, Hungary, Cyprus, Croatia and Bosnia and Herzegovina.

Patterns in Leading Economies

Remote work shares vary notably among the EU's top four economies. Germany places fourth overall at 13%, while Italy shows a modest 2.7%. France at 11% surpasses the EU average, and Spain at 7.9% falls slightly short.

Eurostat figures reveal a regional split, with home working more prevalent in northern and north-western zones and rarer in eastern and south-eastern areas.

The UK falls outside Eurostat coverage, though independent studies point to it holding Europe's highest remote work level.

Key Drivers Behind National Gaps

Cevat Giray Aksoy identified three main influences behind the differences.

Economic makeup ranks first: Nations with heavy employment in ICT, finance, professional services, public administration, research and similar desk-oriented fields show elevated home work figures.

Places with more manufacturing, agriculture, construction, tourism, logistics, retail and face-to-face services register lower shares, as many positions resist remote execution.

"This pattern clarifies why service- and knowledge-focused economies rank higher, while those with bigger in-person sectors rank lower," he explained to Euronews Business.

Workplace Norms Play a Part

Job composition alone does not explain everything. Aksoy highlighted workplace culture. "Nations emphasizing autonomy and trust see greater remote adoption, whereas those favoring direct oversight and in-person meetings see less," he stated.

Benefits Include Time Savings and Flexibility

Employee preferences also factor in. Aksoy noted remote options appeal because they cut commute time and add flexibility, particularly for parents or long-distance travelers.

His team's analysis found home working saves around 72 minutes daily on average, with much of that time redirected to professional tasks or caregiving.

"Country differences reflect more than a modern-versus-traditional divide; they stem from variations in job types, digital access, management styles, travel burdens and pandemic impacts," Aksoy added.

Influence of Digital Tools and Rules

Jorge Cabrita, senior research manager at Eurofound, stressed digital infrastructure. Quicker, reliable internet links correlate with higher remote rates, while weak connections discourage them.

"Rules can matter too: several EU countries including France, Ireland and the Netherlands grant workers the option to request remote setups, which can encourage uptake," he shared with Euronews Business.
