The Kurdistan Region seeks to reshape its global perception.

For many years, external views have centered on Saddam Hussein, genocide, ISIS, oil, and security concerns. These elements are key to understanding Kurdistan's history and current situation. However, if a location is primarily associated with survival, it may find it difficult to draw the investment necessary for a thriving future.

The Israeli example provides the strongest parallel. Israel developed one of the globe's top start-up economies despite ongoing geopolitical tensions and scarce natural resources.

Kurdistan encounters a unique array of limitations unlike those in Israel. It functions within a federal framework; its oil exports rely on political factors beyond its control; its banking sector is still evolving; and it lacks Israel's military-tech connections or entry to American venture capital.

Nevertheless, the parallel holds value because Israel demonstrated that a modest and politically vulnerable economy can gain investor credibility, achieved not merely via marketing but via sustained public policies, research bodies, diaspora connections, venture funding, and a setting that builds investor trust.

For Kurdistan, the key takeaway extends beyond securing funds. It involves establishing the structures to convert that funding into an innovative economy.

Geopolitical uncertainties have added pressure to diversify the economy.

While natural resources will continue as a significant component of the KRI economy, exposure to political risks persists. The Iraq-Turkey pipeline, previously transporting about 450,000 barrels daily from northern Iraq, stopped in 2023 due to an arbitration decision and remained shut for two-and-a-half years. Restart occurred only after talks involving Iraq, Turkey, and Kurdistan. Kurdistan requires additional pathways for economic expansion to mitigate political strains.

The KRG has initiated steps to reduce oil dependence. Invest Kurdistan reports that the region has approved over 1,650 investment projects since 2006, totaling $80 billion invested including $14b. in foreign direct investment and joint ventures. These span manufacturing, real estate, tourism, trade, and agriculture.

The following phase focuses on innovation. Although projects like hotels or housing generate employment, creating a start-up ecosystem akin to Israel's requires tackling each deficiency: risk capital availability, university-industry connections, banking systems, structured diaspora investment, and foreign investors familiar enough with the market to commit.

Private investors show confidence in funding Israeli start-ups

Israel's start-up sector thrived because the government established an environment where private investors felt secure. The Yozma initiative, started in 1993, leveraged public funds to draw foreign venture capitalists and develop local funds. By the early 2000s, Israel's venture capital scene was primarily private-driven.

The outcomes are evident in statistics. Israel allocates over 6% of GDP to research and development. Its hi-tech industry employs about 12% of the workforce, contributes around a fifth of GDP, and over half of exports. In 2025, Israeli hi-tech companies secured $15.6b. in private investment. Even amid conflict and political instability, investors recognized an institutionally rooted ecosystem and were prepared to invest.

A Kurdish innovation approach would naturally differ from Israel's due to distinct political and economic circumstances. In practice, it could involve public funds to stimulate private investment, perhaps through a co-investment vehicle. The government should avoid selecting recipients but instead share risks with investors, particularly from the Kurdish diaspora who might have business or personal ties to the area.

Education represents only part of a university's role. It can also serve as an economic entity. For instance, Tel Aviv University's Ramot detects and commercializes academic inventions, connecting academia to industry. Kurdish universities could adopt similar models.

In this area, the KRI is not beginning from scratch. Since 2003, the region has grown from four higher-education institutions to roughly 50 public and private ones, a major national accomplishment.

Research by the British Council indicates that 76% of young people in the Kurdistan Region expressed interest in launching their own businesses, yet only 51% believed their education adequately prepared them for employment.

Kurdistan possesses ample ambition. What it lacks are avenues for that ambition to flourish.

There are initial efforts, such as Five One Labs, which aids entrepreneurs via training, guidance, financial access, and network development. Orange Corners KRI assists regional entrepreneurs in starting and expanding businesses through incubation, mentoring, and market entry.

These entities ought to be regarded as vital components of the region's economic framework moving ahead.

Studies highlight obstacles that have hindered progress. A 2019 review of entrepreneurship growth in the Kurdistan Region suggests that entrepreneurship could tackle unemployment and private-sector deficiencies, provided structural hurdles are cleared. It notes challenges aligned with start-up economy requirements, such as restricted capital access, underdeveloped banking, inadequate intellectual-property safeguards, ambiguous e-business rules, limited entrepreneurship education, and weak ties between universities, business centers, and local companies.

Consequently, individual founders or incubators face systemic constraints. An ecosystem must be constructed where finance, law, and academia collaborate to enable genuine expansion.

Banking and financial improvements are underway and vital. While a cash-based economy supports trade and family enterprises, start-ups need card transactions, documentation, and formal company frameworks.

The KRG's MyAccount initiative, designed to move public sector workers from cash payments to digital banking, can play a key role in this transition.

In May 2026, the KRG Ministry of Finance and Economy announced that over 900,000 public-sector beneficiaries had signed up for bank accounts and more than 800,000 bank cards had been issued.

Absent ongoing banking reforms, an innovation economy will remain unattainable.

THE DIASPORA stands out as a key similarity between the Israeli and Kurdish situations.

Israel has long treated the Diaspora as a strategic economic resource, leveraging Jewish communities overseas for capital, guidance, political support, and global market access.

This generated a cycle where Diaspora investors contributed to Israel's start-up ecosystem, and successful Israeli companies in turn boosted Diaspora trust and involvement.

The Kurdish situation shares aspects of this, featuring substantial, established communities in Europe and North America, yet these networks have not been incorporated into a unified economic plan led by the KRI.

Some Kurdish diaspora funds already return to the region via family assistance. A start-up strategy might establish more structured investment channels.

Kurdish angel networks in London, Berlin, Washington, and the Gulf could connect with founders in Kurdistan. Mentorship initiatives could link Kurdish professionals abroad with local students and entrepreneurs. Chances for Kurdish start-ups to showcase to international investors might redirect focus toward economic prospects instead of political appeals.

Thus, developing Kurdish soft power proves not only economically beneficial but necessary. Israel's political risks endured, but global investors grasped the culture, universities, and founders. Kurdistan requires comparable familiarity.

The establishment of the Kurdistan Society in London offers a promising, though initial, illustration. The society serves as a venue to enhance connections between Kurdish and British people across cultural, academic, and economic domains.

Such platforms can provide Kurdish founders entry to influential circles where reputations are shaped and investment choices occur.

Israel and the Start-Up Nation concept represent an ambitious benchmark. Kurdistan need not replicate Israel but can draw lessons from its path from a small, politically vulnerable setting to a start-up and tech leader.

The region boasts assets including a youthful, educated populace, nascent incubators, increasing investments, and a diaspora equipped with expertise and resources. The task lies in integrating these elements into a supportive system for founders and investment attraction.

Migration statistics underscore the importance. The British Council's Next Generation Iraq study revealed that 59% of young people in the Kurdistan Region would contemplate relocating abroad, a figure that should alarm policymakers.

If prospects stay constrained, driven young Kurds will keep seeking opportunities elsewhere. If they can establish and grow businesses domestically, they will bolster the region's economy and enduring stability.

Kurdistan differs from Israel. The limitations vary. Yet for both, survival informs every discussion and economic choice. Innovation has afforded Israel more influence over its economic destiny.

The foundation for a Start-Up Nation is present in Kurdistan. What remains is the infrastructure to activate it.
