Focus, partner and vie globally

The near term goal centers on practical testing rather than a finished national device. The lab would allow hardware and software elements to be examined, combined and measured for seamless operation, Bin explained.

This approach aligns with Israel's tech strategy of specializing in high impact areas, then collaborating and competing effectively. Quantum systems differ sharply from classical ones by processing qubits in multiple states, enabling far greater computational power.

Problems that might require centuries on standard machines could be resolved rapidly on quantum platforms, Bin said, addressing challenges in science and technology currently out of reach.

Practical quantum uses are anticipated before 2030, keeping Israeli high tech at the leading edge of this innovation wave.

The United States, through firms like IBM, Google, Microsoft and Amazon, has driven much of the progress. Nations including China, Canada, Britain, Germany, Japan and Australia are also investing substantially. Israel's success need not hinge on producing an entire system independently.

Israeli entrepreneurs, investors and government support have historically delivered strong outcomes despite lower overall spending than peers.

Regarding Israel's potential as a top five quantum contender, Bin noted the nation's distinctive public private funding balance, with private capital far outweighing public sources.

This setup encourages entrepreneurs and investors to lead while government resources provide targeted growth support.

The aim is not full ownership of every quantum layer but ensuring Israeli firms contribute to leading systems in specific domains, such as controllers.

Quantum computing looks ahead, yet Bin sees quicker regional collaboration opportunities in artificial intelligence. Partnerships with the United Arab Emirates and other Middle Eastern nations could leverage complementary strengths.

AI needs sophisticated technology, an Israeli strength, alongside extensive land and energy for data centers, which Israel cannot supply domestically.

These constraints could pair with advantages in neighboring countries that possess abundant energy and space.

Connecting these elements to locate data centers nearby while sourcing technology from Israel would create valuable synergies, Bin suggested.

AI and quantum convergence expands possibilities

The intersection of AI and quantum technologies promises even broader advances. Combining AI training and inference on quantum platforms could yield outcomes beyond current capabilities by decade's end, limited only by imagination.

The rapid pace of development also raises concerns for Bin, who stressed that governments and regulators must anticipate issues rather than react after harm occurs.

Each technology brings opportunities alongside risks, requiring proactive involvement from authorities.

Bin likened the moment to the Industrial Revolution, where steam power boosted economies but initially caused harsh social effects before regulations improved conditions.

Today's faster development timeline leaves no room for decades of observation, demanding regulators who grasp new technologies to maximize benefits and minimize harms.

Quantum progress relies on universities and research, as many Israeli companies stem from academic scientists transitioning to commercial development.

Adaptability is equally vital as AI transforms computer science, software and competitive strategies. The core university lesson is learning how to learn, not merely acquiring facts.
