Israel eyes 2027 rollout for Level 4 autonomous vehicles after UN breakthrough

Local regulations on the subject have been in the process of being formulated in government ministries for over five years

Officials at the Ministry of Transport expect rules to take effect in Israel during the second half of 2027, enabling vehicles with advanced self-driving features to operate on roads. Although various agencies have worked on these domestic guidelines for more than five years, progress stalled amid the absence of unified global norms and lingering legal questions.

At the close of June, however, the UNECE endorsed a worldwide standard governing autonomous vehicles on public roads. Ministry sources describe the move as a key breakthrough that should speed up local efforts.

The measure marks the first broad international rule covering fully autonomous systems at level 4 and higher, allowing vehicles to navigate controlled settings with little driver input.

Safety on par with human drivers

The framework sets safety criteria and uniform approval steps, including safety management systems and manufacturer duties to ensure autonomous functions match or exceed the performance of a skilled human driver. It also requires data recording devices, ongoing fault monitoring, incident reporting, and rules for licensing vehicles without traditional steering wheels or pedals, theoretically enabling fully driverless operation.

Israel is expected to adopt the standard automatically as part of European norms, removing current regulatory gaps and giving the Ministry of Transport a ready foundation for approving imports of level 4 vehicles and above. Questions remain about how insurers will handle the new technology.

Industry observers predict early adoption will center on commercial fleets running fixed routes, such as robotaxis, port cranes, and special buses. Cross Israel is advancing a tender for autonomous shuttles in Golan Heights communities, starting with a safety driver aboard and later shifting to fully driverless service.
