When Dolly Parton performed "9 to 5" back in 1980, she captured the standard work pattern that defined much of the Western world, particularly the United States: a steady schedule starting at 9 a.m. and running eight hours at the desk, plus the long-held belief that longer hours always meant greater results.

Research into the outcomes of a reduced workweek questions this long-standing view. The findings indicate that fewer hours can be worked without any drop in productivity and sometimes with gains instead. Yet the advantages are not shared evenly, as certain staff gain extra free time while others bear the burden by remaining on site to finish assignments for their peers.

The move toward a shorter workweek in Israel occurred in stages. As early as 1990, a five-day schedule replaced six days in the private sector through an extension order. In April 2018, the national workweek dropped from 43 to 42 hours. The last stage rolled out in 2024, gradually bringing the public sector down to 40 weekly hours.

The examination, carried out from 2021 to 2023 by the Key Impact research institute alongside the Labor Arm, the Wage and Labor Agreements Department at the Finance Ministry, the Civil Service Commission, the New Histadrut, and the Joint organization, reviewed information from numerous public bodies. Analysts merged tens of thousands of digital attendance logs with detailed surveys of thousands of workers and supervisors to assess the shift from 42 to 40 hours.

The figures confirm that total hours worked fell while productivity rose: roughly 43 percent of staff noted better work quality and 34 percent reported higher output volumes. Supervisors observed the same pattern, with 33 percent noting stronger employee performance after the change. Researchers attribute this to improved well-being, as rested workers who balance their roles more effectively arrive sharper and more productive.

Benefits extended beyond the office as well. Around 70 percent of employees and 61 percent of managers voiced strong approval of the change and described lower fatigue levels by the close of the day. Some 53 percent of workers said the adjustment gave them more time with family and children, while 43 percent used the extra hours for rest, wellness, or personal interests, and about one-third applied them to skill-building or smoother handling of home tasks.

The project drew on more than employee views or polls; it incorporated tens of thousands of digital attendance records that allowed direct comparison of hours before and after the reform. Full-time staff saw an average drop of about 8.5 actual hours per month, or nearly 1.95 hours weekly, close to the intended goal. Roughly 78 percent of employees and managers saw at least one hour trimmed monthly, and most cases exceeded four hours.

One result counters a key worry tied to the policy. Unlike patterns seen elsewhere, the Israeli reduction did not trigger more overtime; in the great majority of organizations, overtime stayed steady or declined.

From a financial perspective, staff faced no losses. The monthly hour count for a full-time public-sector role fell from 182 to 173.3 while pay stayed the same. This raised the worth of each hour, and those maintaining prior volume saw gross earnings rise along with increments from agreements signed at the time.

The numbers also reveal a modest narrowing of differences between women and men. Because women often logged fewer hours beforehand due to family demands, men gained most from the actual reduction. Men averaged an 11.79-hour monthly drop compared with 6.26 hours for women, shrinking prior gaps in hours worked.

Yet alongside these gains, the report highlights an organizational cost. Mid-level and senior managers rarely shortened their days and, given responsibility for ongoing operations, many continued long hours past the new limit. Meanwhile, about 17 percent of employees noted a moderate rise in workload or hours. In some instances, those departing early passed duties to colleagues who stayed to finish the work. With overtime caps in place, certain staff worked beyond standard time without extra pay.
