Borrowers taking a home loan in Latvia today face a rate of 4.18 percent from banks. The same loan in Malta carries a cost of 2.08 percent.

They share one currency and one central bank along with the current phase of the rate cycle yet households in these two eurozone countries meet very different mortgage expenses.

The spread of more than two percentage points between the lowest and highest markets stands out clearly in the newest European Central Bank statistics on fresh home loans through April 2026.

Mortgage rates remain lower across southern Europe

The eurozone average mortgage rate reached 3.43 percent in the ECB numbers that combine fixed and variable loans from all member countries.

The most attractive rates cluster in Mediterranean nations.

Malta leads the list at 2.08 percent followed by Bulgaria at 2.45 percent Spain at 2.80 percent Portugal at 2.85 percent Croatia at 2.95 percent and Slovenia at 2.99 percent.

Among the larger eurozone economies Spain and Portugal stand out with rates roughly one point below the 3.84 percent level seen in Germany.

Baltic states hold the highest costs

The opposite end of the scale features the Baltic countries.

Latvia shows the highest mortgage rate in the eurozone at 4.18 percent followed by Estonia at 4.05 percent and Lithuania at 3.88 percent.

Germany Belgium and the Netherlands also sit above the eurozone average.

Real effects of the mortgage divide

For households these rate differences create large gaps in monthly payments.

A 200000 euro mortgage over 20 years at Malta average rate of 2.08 percent produces monthly payments near 1019 euros.

At Latvia rate of 4.18 percent the same loan requires roughly 1231 euros each month more than 200 euros extra.

Over the full term the Latvian borrower repays nearly 295000 euros compared with about 245000 euros in Malta.

The gap equals roughly 50800 euros in added interest for the identical loan amount in the same currency.

Why mortgage rates differ so much inside the eurozone

The ECB applies one benchmark rate across the currency area yet mortgage pricing stays shaped mainly by national banking systems.

The first element is market structure especially the split between fixed and variable loans.

Variable rate loans dominate in the Baltic countries and Finland.

ECB data show variable rate mortgages make up more than 93 percent of new home loans in Latvia Estonia and Finland versus only 15 percent across the eurozone overall.

When rates rise borrowers in variable rate heavy countries feel the change almost at once.

In France Spain and Portugal fixed rates remain common allowing households to secure their costs for years and reducing the effect of short term moves.

Competition among local banks also counts.

Smaller banking sectors with fewer players often show wider lending margins. Baltic markets are fairly concentrated which can reduce pressure on mortgage pricing.

Funding patterns matter as well. Banks in some nations lean more on wholesale markets while others use large domestic deposit bases that support cheaper lending.

Malta position at the bottom of the table is not new.

Analysts often cite strong competition among Maltese banks plentiful local deposits and a fairly stable property market as reasons that help hold mortgage rates down.

The country also has a far smaller share of variable rate lending than the Baltic states which shields borrowers from quick shifts in ECB policy rates.

A sign that monetary union is not yet a full financial union

The ECB data points to a paradox at the center of the euro project.

While monetary policy is set in one place the way that policy reaches households stays very uneven.

For homebuyers that means location still carries heavy weight.

A family buying in Riga may pay more than twice the interest rate charged to a household in Valletta even though both borrow the same currency under the same central bank.

Three decades after the euro launch the cost of buying a home remains one of the clearest signs that national financial borders still exist inside the monetary union.
