The European Union aims to boost its defense sector significantly, yet its leading diplomat expresses disappointment over the sluggish progress.
The bloc plans to invest an additional $940 billion in defense by 2030.

The European Union's top diplomat, Kaja Kallas, expressed frustration on Tuesday regarding the bloc's slow efforts to expand its defense industry, into which it intends to channel an extra $940 billion by 2030.

'I share your frustration because I have this same feeling,' Kallas remarked to a journalist in Brussels inquiring about the rearmament initiative. 'Somehow, we haven't seen the industry ramping up as we would have expected.'

She noted that production in Europe has seen some gains, particularly in ammunition lines, air defense systems, and other vital areas.

However, the EU's foreign policy chief pointed out that individual member states continue to demand larger stockpiles.

'I bring you one example that was raised today, and really needs to move faster, is the Procurement Directive. Many were raising this,' she explained.

This Directive represents an EU regulation requiring member states to make their defense contracts accessible to manufacturers throughout the union, moving away from favoring only national suppliers. Intended to promote fairness in the defense market and reduce duplication, it has faced backlash for adding excessive administrative hurdles.

Kallas further highlighted concerns from defense companies about the absence of uniform regulations, as nations place orders tailored to their specific requirements.

'The industry was saying also: "You have different rules everywhere, and it's hard to operate,"' Kallas relayed. 'Also, the standards - every member state is tweaking things a bit, so everybody has different orders, you can't really produce in line like this.'

Although certain challenges have been addressed, she emphasized that substantial work lies ahead.

In March 2025, the EU announced aspirations for each member state to elevate defense spending to 1.5% of GDP by 2030. This includes relaxing fiscal constraints to enable $762 billion in expenditures over the coming four years and establishing a $176 billion lending facility for collaborative defense initiatives.

This surge is driven by apprehensions of potential conflict with Russia, though specifics are hazy - including fund recipients and spending priorities. Brussels outlines broad strategies, but individual nations determine their defense budgets and allocations.

By contrast, the United States is set to allocate $962 billion to its military in fiscal year 2026, ending September 30, with the Trump administration eyeing a jump to $1.5 trillion for fiscal year 2027.
