Determining fair compensation remains challenging for many. In numerous European nations, employees possess scant details regarding typical wages for positions and comparisons with peers in equivalent roles.

The EU Pay Transparency Directive seeks to address this issue through mandates for greater employer openness on compensation and reinforcement of equal pay principles.

This measure targets the EU gender pay gap of 11 percent, where average gross hourly earnings for women fall 11 percent below those of men per Eurostat figures.

Delays in rollout could directly affect annual earnings for many women.

The European Trade Union Confederation estimates that missing pay transparency measures would cost women at least 4.8 billion euros yearly across the EU, potentially reaching 7.2 billion euros - or 465 to 700 euros per woman each year.

Member states must enact the provisions by 7 June 2026 following a three-year period, but most will fall short.

Six EU countries have taken no action yet

The count stood at 10 countries in September 2025.

Sweden issued a proposal but halted it indefinitely in March 2026 due to administrative demands on employers.

Germany plans legislative updates in 2026. Draft rules are anticipated in Czechia, Finland, Greece, Slovenia and Spain.

Ten countries have published legislation drafts

Ten EU members have released draft laws at varying stages: Cyprus, Denmark, Estonia, France, Ireland, Italy, Latvia, Lithuania, the Netherlands and Romania.

Belgium, Malta and Poland have enacted partial measures.

Slovakia passed the Equal Pay Act on 15 April 2026, effective from 7 June 2026.

Real uncertainty in France

In France the June 7 deadline will likely slip, creating uncertainty. Even after passage, further decrees will be required without set timelines, said Jeremie Paubel, Employment Partner at Addleshaw Goddard in France.

As of March 2026 the UK led at 56 percent, down from 65 percent in May 2025.

The Netherlands reached 48 percent and France 43 percent. Ireland stood at 39 percent and Italy at 36 percent, up from 23 percent in May 2025.

Spain and Germany trailed with 17 percent and 12 percent respectively.
