Housing and utility costs form the primary expense for households throughout Europe. Eurostat's latest statistics reveal that 23.6% of EU household expenditures go toward housing, water, electricity, gas, and other fuels. Rental payments consume a substantial portion, especially in major urban centers.

Critically, these rental costs impose a heavy load on minimum wage workers, often surpassing their full monthly income in various European capitals.

Which capital cities see rents topping gross minimum wage amounts? And what percentage of minimum pay is needed for rent in EU capitals?

A study by the European Trade Union Confederation (ETUC), drawing from EU statistics, shows that the typical rent for a two-bedroom apartment in most EU capitals outstrips the gross minimum wage.

Just five EU countries with statutory minimum wages have monthly rents below that threshold. Note that both Eurostat and ETUC use gross figures, so the real strain on take-home pay is probably greater.

Prague and Lisbon Bear the Heaviest Rent Burdens

Workers on minimum wage in the Czech Republic's capital face the toughest challenge. Prague's average rent stands at €1,710, against a national minimum wage of €924 - requiring 185% of monthly earnings for a two-bedroom apartment.

Lisbon comes next at 168%. Portugal's gross monthly minimum wage (distributed over 14 payments yearly) is €1,073, compared to €1,710 average rent in the capital.

Rent demands more than 150% of gross minimum wage in Budapest (159%), Bratislava (158%), Sofia (154%), Athens (153%), and Riga (151%). Minimum earners there would exhaust their salary on rent alone and still owe over half again.

The figure surpasses 100% - indicating gross minimum pay insufficient for rent - in Valletta (143%), Paris (138%), Tallinn (131%), Madrid (125%), Bucharest (122%), Warsaw (117%), Dublin (113%), Ljubljana (105%), and Vilnius (105%).

For instance, Paris requires €2,523 on average for a two-bedroom flat versus France's €1,823 minimum wage. Madrid sees €1,721 rent against €1,381 minimum.

Brussels and Berlin Offer Best Rent Affordability for Minimum Wage Workers

Conversely, Brussels stands out as the top EU capital for minimum wage earners covering rent, with gross pay meeting 70% of costs. There, two-bedroom rents average €1,476 while the minimum wage is €2,112.

Berlin follows at 76%. Rent takes 85% of minimum wage in Nicosia, 87% in Luxembourg, and 96% in The Hague.

"Elevated housing expenses paired with stagnant wages push individuals into poverty and risk economic downturns," stated ETUC General Secretary Esther Lynch.

"This gap between rents and earnings is utterly untenable. Factor in soaring energy and food prices, and workers must borrow for basics, leaving no room for savings - whether for replacing appliances or routine dental care," she continued.

National Averages Show More Manageable Rents Than Capitals

National rent averages across countries look more favorable than in capitals. In several nations, gross minimum wage suffices for rent, though it still exceeds the EU's 23.6% average for housing and utilities.

In 16 EU countries reviewed by ETUC, rent claims 33% to 61% of gross minimum wage - from 33% in Poland to 61% in Malta.

Poland's minimum wage is €1,139 with average rent at €376. France improves to €1,823 versus €695. Outside Athens, Greece offers €1,027 minimum against €408 rent.

Spain's minimum is €1,381 with national average rent of €660.

ETUC Policy Proposals

ETUC urges multiple measures, such as:

All EU states to enforce the minimum wage directive fully, with strong plans to boost collective bargaining for fairer pay to more workers.
Governments to factor housing costs into assessments of minimum wage adequacy.
Boost public funding for social housing via EU tools and updated state aid regulations.

Europe's 2026 minimum wages differ sharply in value and purchasing power. Eurostat notes about 13 million workers in 21 EU countries earn minimum wage or below, with higher proportions in some nations.
