Over 200 data centers are rising in numerous competitive House districts, leaving both parties uncertain about managing the resulting political effects as midterms approach.

The power-intensive facilities built to support surging artificial intelligence needs have triggered backlash over increasing power costs, water use, farmland conversion and tech sector sway. This mix of grievances has turned data centers into subjects of campaign spots and grassroots movements that have ousted some local officials.

Data centers have also emerged as an unpredictable factor in contests that will determine House control: 40 of 69 competitive districts host planned or active projects, per a POLITICO review of Data Center Map information.

Although Republicans hold most of these districts, data centers promise prolonged difficulties for both sides. Roughly 1,500 facilities are slated or underway across 232 districts, split nearly evenly by party. Discussions with over 20 candidates, strategists and advocates reveal that while individual races address the topic, no unified party message exists.

Democratic Rep. Marcy Kaptur noted during a spring hearing that signs opposing AI outnumber candidate signs in her Ohio region. She faces a reelection bid in the 9th District, site of an Aligned Data Centers project for AI and cloud uses. Grassroots opposition is erupting spontaneously, she added.

Rapid industry expansion now affects lawmakers nationwide, from Virginia suburbs to Midwest industrial zones.

Officials pursue varied tactics, from outright opposition to support framed around jobs and security. Others treat it as purely local, while federal leaders seek regulatory paths.

The White House reached a voluntary pact in March with tech leaders to self-supply power and shield consumers. Bills include Sen. Josh Hawley's GRID Act, Rep. Suhas Subramanyam's risk reduction measure and a moratorium proposal from Sen. Bernie Sanders and Rep. Alexandria Ocasio-Cortez.

Rep. Tom Barrett, whose Michigan district is contested and holds six operating plus six planned centers, argued against congressional involvement in local zoning as a risky precedent.

Proposals have prompted extended council sessions, state legislation and ballot efforts to restrict builds in several states, including an Ohio constitutional push.

One Democratic strategist observed no single national message but noted major local impact in select districts.

Democratic Congressional Campaign Committee spokesperson Viet Shelton stated that Democrats pursue practical relief on costs and growth, while Republicans back ineffective policies. The National Republican Congressional Committee offered no comment.

Though more politicized now, data centers have expanded steadily for years alongside internet growth, with over 2,500 facilities in 373 districts. Virginia, Texas and California lead, and more than one-third of Americans live within five miles of an operating site.

Investors target hundreds of billions in new builds, requiring grid upgrades whose costs may reach all ratepayers. Hyperscale sites, though fewer today, will grow 74 percent in number.

Some proposals fail amid opposition or market shifts, and announcements alone can force official responses.

In Wisconsin, four projects were dropped and one paused after local resistance, per Healthy Climate Wisconsin.

Executive director Abby Novinska-Lois reported data centers as the leading community concern for state policymakers and a factor in races and decisions.

How candidates are reacting

Nearly all 69 competitive districts already contain at least one center, with most gaining more.

POLITICO queried the 10 battleground incumbents with the most upcoming centers; five Republicans and one Democrat replied.

Responses show awareness that voters oppose anything raising power bills, with even supportive members stressing consumer safeguards.

Iowa Rep. Zach Nunn, whose district leads with 31 planned and 33 operating centers, called his state a workforce and AI model but acknowledged concerns over higher bills and deals favoring out-of-state firms.

The tech lobby influences races, with criticism risking lost backing or strong pushback.

Consultant Brendan Steinhauser described the dilemma: appearing too aligned with big tech carries political costs despite funding flows.

All identified ads mentioning data centers criticize the facilities, often targeting Republicans.

A Priorities USA PAC spot links AI demand to a 3 percent bill rise and faults Pennsylvania Rep. Scott Perry. Perry responded that such sites belong near energy sources in rural areas, not his district.

Democrats including Maryland Gov. Wes Moore highlight regulatory records. The League of Conservation Voters ran similar spots in Virginia, aiding anti-data center candidates.

Group vice president Sara Schreiber called affordability messaging effective.

Yet many Democrats accept construction with conditions. Pennsylvania Gov. Josh Shapiro set energy cost rules without a ban. Scranton Mayor Paige Cognetti supports development on industrial land only.

The Data Center Coalition backs cost-sharing policies and educates officials on concerns like water and prices.

Activists seek stronger measures beyond cost protections, citing pollution and water risks.

In Memphis, residents oppose Elon Musk's xAI Colossus expansion. KeShaun Pearson of Memphis Community Against Pollution noted the facility's methane use equals power for 280,000 homes, prompting independent monitoring.
