European discussions on debt often center on public finances. Nevertheless businesses accumulate obligations too, and the nations where firms carry the heaviest loads may not align with common assumptions.

Fresh Eurostat figures illustrate wide differences in corporate borrowing throughout the European Union. Seven member states exceed the European Commission's alert level of 85 percent of GDP, subject to important qualifications.

The statistics highlight a clear contrast: several major European economies display moderate corporate debt ratios, whereas some of the bloc's smaller financial centers lead the list.

How the metric is calculated

The measure sets non-financial corporate debt against national gross domestic product.

It covers bank loans together with debt instruments such as bonds, while omitting banks, insurers and other financial entities.

Intra-country lending among firms is excluded to prevent duplication.

Corporate debt across the European Union reached 70.1 percent of GDP by the close of 2025.

Within the euro area the ratio stood slightly higher at 71.6 percent. Both values sit near their lowest points in nearly two decades, driven by robust nominal growth that has exceeded the pace of new corporate borrowing.

Significance of the 85 percent threshold

The European Commission applies the 85 percent of GDP mark within its Macroeconomic Imbalance Procedure.

The limit was set following the global financial crisis and the eurozone debt turmoil to flag possible excessive private borrowing.

Exceeding the line does not automatically indicate distress or activate penalties.

It instead leads the Commission to examine whether elevated debt signals genuine risks or structural elements that distort the numbers.

7. Belgium - 90.6 percent of GDP

Belgium's standing arises chiefly from its established position as a hub for multinational groups handling internal funding.

Over many years international firms set up financing entities in Belgium to benefit from advantageous tax rules. Consequently much of the recorded debt reflects intra-group arrangements rather than obligations of local operating businesses.

The National Bank of Belgium calculates that after removing these internal operations company debt drops to roughly two-thirds of GDP, well below the Eurostat reading.

6. France - 91.6 percent of GDP

France presents a distinct case.

Unlike several higher-ranked nations its elevated corporate debt is viewed as a substantive macroeconomic concern rather than a statistical anomaly.

The Banque de France has consistently noted that French firms rank among the most indebted in the eurozone's larger economies. Even after adjusting for substantial cash reserves held by many companies leverage stays above the eurozone norm.

The central bank has further cautioned that French businesses encounter comparatively high debt-servicing expenses relative to many European counterparts.

5. Netherlands - 106.3 percent of GDP

The Netherlands owes much of its placement to its function as an international financial hub.

According to the European Commission multinational firms represent about 60 percent of all corporate debt recorded domestically. A large portion consists of financing flows within the same corporate group.

The Dutch central bank has long highlighted the extensive network of entities that route international investment with limited actual activity inside the country.

Excluding these vehicles Dutch corporate debt appears far more moderate.

4. Cyprus - 107.3 percent of GDP

Cyprus follows a comparable pattern on a greater scale.

The European Central Bank estimates that entities with minimal real economic presence account for most of the nation's international assets and liabilities.

Over 80 percent of cross-border investment passing through Cyprus occurs via these special-purpose vehicles.

Consequently a substantial share of recorded debt mirrors international financing arrangements rather than borrowing by firms active in the Cypriot economy.

3. Sweden - 108.6 percent of GDP

Sweden ranks near the top largely because of borrowing by domestic companies.

A significant share is tied to commercial real estate.

Swedish property firms borrowed extensively during the period of very low interest rates, drawing on both bank credit and bond issuance.

After rates increased sharply from 2022 the sector emerged as one of the country's primary financial concerns.

2. Denmark - 115.4 percent of GDP

Denmark's elevated corporate debt is also largely authentic.

The nation's leading international firms, including Novo Nordisk, DSV, Carlsberg and Orsted, have increasingly accessed global bond markets to support expansion.

According to Danmarks Nationalbank corporate bond issuance has tripled over the past five years.

Most of the debt is held by overseas investors and frequently issued through foreign subsidiaries, underscoring the global reach of Danish enterprises.

1. Luxembourg - 251.1 percent of GDP

Luxembourg occupies a singular position.

Corporate debt exceeds two and a half times annual economic output, the highest ratio in the European Union.

Yet the national central bank notes that the number is frequently misinterpreted.

Luxembourg accommodates thousands of foreign-owned holding and financing entities whose debt is largely offset by corresponding assets.

Rather than signaling excessive local borrowing the figure illustrates Luxembourg's status as a premier center for international corporate finance.

Italy and Greece present the reverse situation

One of the more unexpected findings appears at the opposite end of the scale.

Despite carrying the European Union's heaviest public debt loads - 146 percent of GDP in Greece and 137 percent in Italy at the end of 2025 - their corporate sectors rank among the least indebted in the eurozone.

Corporate debt stood at 58.6 percent of GDP in Greece and 55.1 percent in Italy, both comfortably below the EU average.

In each country obligations are concentrated mainly in the public sector rather than among private firms.

Why smaller nations lead the list

Four of the five highest-ranked countries - Luxembourg, the Netherlands, Cyprus and Belgium - are relatively modest economies.

This pattern stems largely from their roles as international financial centers.

These nations host thousands of holding companies and financing vehicles employed by multinationals to manage cross-border investments and internal funding.

Although these entities often conduct limited activity in the host country they are classified as non-financial corporations in official data.

An additional methodological factor contributes to the high readings.

Eurostat removes lending between firms located in the same country, yet financing within multinational groups remains included when it crosses borders.

In international financial centers these cross-border intra-group flows represent a notable portion of recorded corporate debt and elevate the headline ratios.

This explains why central banks in places such as Belgium and Luxembourg issue alternative measures that exclude these structures and reveal markedly lower domestic corporate indebtedness.

What the ranking ultimately indicates

At first sight the data imply that Europe's most indebted companies are concentrated in Luxembourg, Cyprus and the Netherlands.

In practice the numbers reflect multinational financing choices as much as they reflect borrowing by local businesses.

Once the influence of international financial centers is removed the picture shifts noticeably.

France stands out as the clear exception: the sole major European economy that combines high public debt with genuinely elevated corporate leverage.

Unlike several smaller countries near the top of the ranking France's central bank regards corporate indebtedness as a genuine macro-financial risk rather than merely a statistical distortion.
