China has placed US based technology and mining firms MP Materials and USA Rare Earth plus eight other American organizations tied to the military onto its export control list according to a Reuters report released yesterday.

The action serves as direct retaliation for Washington restrictions placed earlier this month on multiple Chinese companies. Aveox a maker of specialized motors for essential operations was also added to the list which blocks all shipments of Chinese dual use items both civilian and military to the targeted entities.

This development carries major weight for American energy and defense sectors. MP Materials backed by the Pentagon runs the sole active rare earth mine in the United States while USA Rare Earth plays an equally vital role in the supply chain supporting numerous industries.

China Commerce Ministry officials described the measures as a response to harmful US government actions taken to safeguard national security and meet global nonproliferation commitments.

Beijing issued a total ban preventing any organization or individual worldwide from supplying dual use Chinese goods to these US firms and required all such transfers to cease at once. The policy marks a sharp increase in pressure by replacing prior licensing rules with an outright prohibition.

Market observers view the move as largely symbolic and intended to mirror the Pentagon 1260H list that flags Chinese firms alleged to support the military.

The American list updated this month now includes major Chinese players such as Alibaba Baidu and electric vehicle makers BYD and NIO.

George Chen managing partner at The Asia Group noted that most targeted US companies operate in defense or maintain close government ties and conduct little business in China so real effects remain mostly symbolic.

Separately the Chinese Finance Ministry announced sanctions on 46 additional American companies barring Chinese buyers from purchasing their products except for US funded operations located and manufacturing inside China which may continue.
